ХААН Банк, Монголбанк, Санхүүгийн мэдээллийн алба болон Монголын Банкны Холбооноос хамтран “Мөнгө угаах, терроризмыг санхүүжүүлэхтэй тэмцэх комплаенс-цахим шилжилт” сэдэвт комплаенсийн форумыг 11-р сарын 27-28-ны өдрүүдэд зохион байгуулж байна. Энэхүү форумаар Монгол Улс дахь мөнгө угаах, терроризмыг санхүүжүүлэхтэй тэмцэх (МУТСТ) хууль эрхзүй, хяналт хэрэгжилтийн тогтолцоонд оролцогч бүх талуудын төлөөлөл оролцож, цахим шилжилт, техник технологийн хөгжилтэй нийцүүлэн хяналтын тогтолцоог сайжруулах боломж, шийдлийг ярилцаж байна.
Мөнгө угаах, терроризмыг санхүүжүүлэхтэй тэмцэх нь зөвхөн нэг салбарын асуудал биш бөгөөд төрийн байгууллагууд, хууль зүй, нийгэм, эдийн засаг, банк санхүү болон салбарын зохицуулагч байгууллагуудын нэгдмэл ойлголт, хамтарсан бодлого, хэрэгжилт, хяналтын үйл ажиллагааны дүнд олон улсын мэргэжлийн байгууллагын шаардлага хангадаг. Манай улсын мөнгө угаах, терроризмыг санхүүжүүлэхтэй тэмцэх чиглэлийн хууль эрхзүйн орчин, хяналтын тогтолцоо харьцангуй сайжирсан гэж мэргэжилтнүүд үздэг. Гэвч 2019 онд Санхүүгийн хориг арга хэмжээ авах байгууллага буюу ФАТФ-ын Ази, номхон далайн мөнгө угаахтай тэмцэх бүлэг APG-ээс манай улсыг стратегийн дутагдалтай улс орон буюу “саарал” жагсаалтад оруулж, улмаар 2020 оны 10-р сард “саарал” жагсаалтаас гарч байсан түүхтэй.
Тэгвэл Санхүүгийн хориг арга хэмжээ авах байгууллага ФАТФ-ын дараагийн газар дээрх шалгалт үнэлгээ 2028 онд хийгдэх ба 2026 онд урьдчилсан судалгааг хийж, 2027 онд манай улс тайлангаа илгээх юм. 2028 онд газар дээрх шалгалт үнэлгээ хийгдэхтэй холбогдуулан төр, хувийн хэвшлийн байгууллагууд хамтран бэлтгэл ажилдаа орсны нэг илэрхийлэл нь Монгол улсын хэмжээнд 3 дахь Үндэсний эрсдэлийн үнэлгээг хийж байгаа явдал юм. Үндэсний эрсдэлийн үнэлгээгээр Монгол улсын мөнгө угаах, терроризмын тогтолцооны эмзэг байдал, суурь гэмт хэргийн өөрчлөлт, МУТСТ хуулийн хэрэгжилтийг хангуулах үүрэг хүлээж буй банк, санхүүгийн байгууллагууд, санхүүгийн бус мэргэжлийн үйлчилгээ үзүүлэгч салбаруудын эрсдэлийг үнэлэн, эмзэг байдлыг тодорхойлох бөгөөд гарсан үр дүнг стратегийн баримт бичигт тусган, хууль тогтоомжийн орчин нөхцөлийг даруй шинэчлэн сайжруулахын сацуу технологид суурилсан хяналтын шийдлүүдийн хэрэглээг дэмжсэн, орчин үетэй хөл нийцүүлсэн, эрсдэлд суурилсан хандлага бүхий үр дүнтэй арга хэмжээнүүдийг тодорхойлон хэрэгжүүлэхийг зорьж байна.
